This is a big optimization feature for bigger Godot games with lots of assets that will hopefully make it so that bigger Godot games can be launched almost as fast as small ones.
It basically means that instead of downloading ALL assets before launching the game (the first time playing the game on the current device) only the once necessary for the first scene are required before launching.
In the background the rest of the assets will be downloaded and be ready in time before they are needed.
This is a platform feature and will not require the developers to do anything special.
